Strengthening forest governance through Independent Forest Monitoring towards the effective implementation of SLVK and FLEGT Initiative in Indonesia

Independent monitoring is an integral part of the timber legality assurance system (Sistem Verifikasi Legalitas Kayu or SVLK) in Indonesia. The independent monitoring entities consist of civil society organizations and communities who live near the forests. They aim to monitor compliance of the forestry actors with the requirements of legality definition which include conformity to the process of accreditation, verification, periodic evaluation, and licensing. The roles of independent monitors recognized through the Minister of Environment and Forestry Regulation (PermenLHK) No.30 of 2016. The independent monitor has rights to (a) access information and locations which relevant to monitoring; (b) guarantee of protection against threats prior, during and after monitoring activities; and ongoing funding support from various (public and private) sectors.

Due to limited funds, independent monitors often face significant challenges in maintaining monitoring activities. Every independent monitoring organization must raise funds, which often obstruct the actual monitoring works.

To resolve the issue, a fund management agency is needed to seek effective, focused and sustainable fundraising for independent forestry monitoring activities. The Indonesian Independent Forestry Monitoring Foundation (Y-PIKI) or the Independent Forest Monitoring Fund (IFM-Fund) was established in 2017 - with initial support from the UK Government through MFP-3 - as a supporting institution to monitor SVLK implementation of the SVLK and improve governance by the independent forestry monitors.

The project objectives are fully in line with the IFM Fund's mandate to provide funding support for its constituents (independent monitors and networks), to strengthen and facilitate capacity building, fundraising and distribution mechanisms, and share information to support independent forestry monitors in Indonesia.

Expected results of activities:

  • Result 1:Civil society is fully involved and has the capacity to independently monitor forests for the implementation of SVLK and FLEGT. These results directly contribute to the IFM Fund's mandate to strengthen and facilitate independent forestry monitors in Indonesia.
  • Result 2:A small grant mechanism from the IFM Fund is formed and tested. Through this project, the IFM Fund will launch, measure performance, evaluate, and improve the mechanism for granting small grants to monitoring activities.
  • Result 3:Institutional structures, roles and sources of IFM Fund funding are strengthened. The main objective of this result is to strengthen the institutional structure and capacity of the IFM Fund as a trust fund that has the ability to provide support for forest monitoring and governance activities in Indonesia.
  1. Organize the initial meeting of activities to the related experts.
  2. Developing complete information and communication protocols between independent forest monitors and the government.
  3. Strategic Planning Workshop on Independent Forest Monitoring in the context of SLVK and FLEGT (StratPlan and news). (StratPlanand news).
  4. Attend relevant national, regional and international dialogues on timber legality.
  5. Support and facilitate training in access to information, field investigations, and timber trade (Proceeddings in Bahasa and news). (Proceeddings in Bahasaand news).
  6. Disbursement of small grants for independent forest monitoring (link).
  7. Development of guidelines for mechanisms, procedures and simple reporting structures.
  8. Review of the grant portfolio and recipient of the IFM Fund.
  9. Explore and lobby for the use of V-Legal fees and / or FLEGT licenses as a source of sustainable financing for IFM.
  10. Develop and implement a fundraising strategy and IFM Fund mobilization link (bahasa).
  11. Resource mobilization strategies for five organizations.
  12. Hold a final project workshop to present the main findings (objectives, results, learning and reflection in the next step) to the relevant stakeholders.
  13. Evaluate all workshops, seminars, training, or information events sponsored through the project by providing a qualitative evaluation form for all participants.
