  • Monitoring Approach for SVLK Implementation in KPH Area

    KPH is the smallest management unit at site level to control all activities that are related to forest area and its ecosystem. Therefore, the responsibility for forest management and forest management supervision is held by KPH. Independent monitoring organization, as a part of the civil society who performs monitoring of illegal activities in KPH’s area must be able to submit its report to KPH and prompt follow-ups must be carried out without bureaucratic barrier. Such consideration has highlighted the importance of KPH existence and check & balances system by the independent monitoring organization in SVLKJ implementation through regional approach.

  • Monitoring Approach for SVLK-Group Implementation Towards Jurisdictional-Based Certification Approach for Upstream Industry

    Regional approach for upstream forestry industry offers a simpler certification process, while taking into account the different capacity among business owners and business risk. Small and low-risk business owners are frequently exempted from the certification requirement. In the case that certification must be taken, the obligation to fulfill the higher standard will not be imposed individually as currently applicable. There is a growing idea to find a breakthrough by taking a group certification in a region. Certification cost will only be charged once to an entity that is designated as the regional entity.

The objectives to be achieved are:

  • Develop a concept note for monitoring of SVLK implementation at regional level, i.e. KPH area and administrative area that focuses on the upstream industry, for the independent monitoring organization and local government agency
  • Carry out testing of monitoring concept and evaluation of SVLK implementation in KPH area, including utilization of technology for illegal activities monitoring in KPH area.
  • Conduct simulation of the concept note for independent monitoring organization and local government agency with regard to SVLK implementation at jurisdictional (and management unit) level, with a focus on the upstream industry.

The expected results in this project are:

  • Concept Note for monitoring of SVLK implementation in KPH area for the Independent Monitoring organization and KPH.
  • Findings from the Monitoring concept trial and evaluation of SVLK implementation in KPH area, including utilization of technology for illegal activities monitoring in KPH area.
  • Concept Note for monitoring of SVLK implementation for the independent monitoring organization and local government agency at administrative region level, with a focus on the upstream industry.
  • Feedback from the monitoring concept simulation for the independent monitoring organization and local government agency, with regard to SVLK implementation at administrative region level, with a focus on the upstream industry.
  1. Collection of data/information (profiling) and capturing the real dynamics on the field in the selected KPH area.
  2. Develop monitoring method and concept for SVLK implementation in KPH area, in collaboration with external experts through assessment of SVLK monitoring criteria and indicator in the relevant KPH area. This includes grievance mechanism by KPH for any non-conformity and illegal activity.
  3. Hold a consolidation discussion for preparation of the pilot monitoring of SVLK implementation in the selected KPH area, which involves KPH, external experts, and Independent Monitoring organization from the respective Province where the pilot monitoring takes place.
  4. Carry out monitoring at site level and record any finding.
  5. Report writing based on the findings from the pilot monitoring and communicate these findings to the designated KPH.
  6. Organize policy dialogs with the KPH Head, Local Government, and MOEF based on the findings from the field exercise.
  7. Collection of data/information (profiling) and capturing the real dynamics on the field in the selected area.
  8. Develop a monitoring concept for SVLK implementation at regional level to strengthen SVLK implementationfor SMEs/SMIs.
  9. Conduct simulation of concept note for monitoring of SVLK implementation in the upstream industry at selected areas.
  10. Organize policy dialogs on the developed Concept Note with the Local Government, MOEF, and Independent Monitoring organization.
  11. Organize a table-top discussion for the simulation of monitoring concept for SVLK implementation at regional level with the Local Government, external experts, and Independent Monitoring organization around the pilot monitoring location.
