First Meeting of IFM Fund Founders

On July 21, 2017, a foundation meeting was held at the Santika Hotel Bogor. This meeting was the first founding meeting held by the Indonesian Independent Forestry Monitoring Foundation (Y-PIKI), which was later referred to as the Independent Forest Monitoring Fund (IFM Fund). The IFM Fund was established on Thursday, April 27, 2017 in Bogor City and is legally valid with the Notary Act No. 03/2017 issued by Public Notary Ellyza, SH, MKn, and registered through the Decree of the Minister of Law and Human Rights of the Republic of Indonesia, Number AHU-0007611.AH.01.04. In 2017.

Located in the Board Room room on the 10th floor, Hotel Santika Bogor, the meeting began at 13.30 WIB. The meeting should have started at 1:00 p.m., but was delayed up to 30 minutes due to waiting for meeting participants who came from outside the city of Bogor. Christian Bob Purba as Chairperson of the IFM Foundation opened the meeting and explained the meeting objectives and agenda.

The meeting was attended by most of the founders of the IFM Fund such as Muhamad Kosar (JPIK), Ian M. Hilman (Eyes of the Forest - WWF Indonesia), Arbi Valentinus (European Forest Institute), Julia Kalmirah (Multistakeholder Forestry Program), Mahendra Taher ( WARSI Conservation Information Stalls, Mardi Minangsari (Environmental Investigation Agency and JPIK), and Christian Bob Purba (Forest Watch Indonesia). There are some members who cannot attend this meeting, Dr. Ir. Ida Bagus Putera Parthama (Director General of Sustainable Production Forest Management at the Ministry of Environment and Forestry) and Zainuri Hasyim (President of the Kaoem Telapak Association). The Director General of PHPL of the Ministry of Environment and Forestry was unable to attend because he was in the middle of a meeting with the Minister of Environment and Forestry Siti Nurbaya, while the President of the Kaoem Telapak Association was completing his S2 thesis session at Gadjah Mada University, Yogyakarta.

In general, this meeting discussed the procedures for working institutions as outlined in the form of Standard Operating Procedures (SOPs) and future strategic plans. A good automatic SOP will greatly help IFM to be able to work towards the goal of establishing an institution internally and ultimately externally can support forestry monitoring work. And as a new institution, of course the planning of future activities from the institution becomes a must to be discussed.

Agung Banardono (Agung) and Rivia Dian (Vivin) from Penabulu facilitated a discussion on SOP for Program Management and Grant Distribution System (Grant). The issue of channeling Grant was a topic of discussion which was debated by members of the meeting, especially the travel grant considering that it was seen from a small nominal point of view, but important administrative checks were carried out. In the end it was agreed that each travel grant submitted would be examined by several officers without the Panel being held every month, without going through the proposal supervisor panel.

In the next discussion discussed about the plans and stages of the institution in the future. This discussion was led by Christian Bob Purba. There are several proposals that were finally agreed upon, namely forestry monitoring with the aim of interventions to improve the quality of forestry governance and the inclusion of the name of Indonesia as an intervention area where previously there were no restrictions on work area. At present the focus of the work area is the Timber Legality Verification System (SVLK) and this is in accordance with the initial agreement of the founding institution.
